UN Security Council Backs Donald Trump's Gaza Initiative

A Security Council has approved proposals presented by President Trump for securing a durable ceasefire in Gaza, featuring the stationing of an multinational security unit and a eventual avenue to a sovereign Palestinian state.

Widespread Support with Notable Abstentions

The proposal was approved by a tally of thirteen in favor, with Russia and China choosing not to vote. The US envoy Mike Waltz informed the international body that it mapped “a new course in the region for both sides and all the inhabitants of the region alike”.

Balanced Wording on Sovereignty

Incorporation of references to an sovereign Palestinian state was the price the America agreed to for endorsement from the Arab states, who are likely to contribute security forces for the multinational unit.

“Interim measures that we begin today must be executed in following legal norms and respecting Palestinian self-determination,” James Kariuki declared.

Netanyahu's Objection Continues

Nevertheless, on the brink of the UN vote, PM the Israeli leader restated his cabinet's strong objection to the formation of a Palestinian state, creating uncertainty on whether the Israeli government will allow the implementation of the UN-mandated proposals.

Key Provisions of the Resolution

  • Immediate lifting of remaining curbs on relief supplies into the territory
  • Establishment of an international stabilisation force
  • Progress on rebuilding and a potential “route to Palestinian independence and sovereignty”

Vague Language and Conditions

The inclusion to Palestinian statehood was a compromise addition to an initial US draft which excluded it. However the wording is ambiguous and conditional, declaring only that once the Palestinian Authority has undergone changes and the reconstruction of Gaza is progressing, “the situation may finally be in place for a realistic route to Palestinian sovereignty and statehood.”

Global Response

The phrasing did not meet of the firm commitment to the building of a sovereign Palestine next to Israel desired by Arab and Islamic states, as well as European council members, but in statements to the assembly after the approval, envoys from those countries said they were prepared to accept the settlement in the service of prolonging the present ceasefire and prompt actions to provide for and safeguard the 2.2 million Palestinian people in Gaza.

“Our delegation has eventually decided to vote in favour of this document, a text that we back its core objective, namely the maintenance of the ceasefire and the creation of situations allowing the Palestinian population to exercise their immeasurable rights to sovereignty and statehood,” Amar Bendjama stated.

Practical Difficulties

This measure provides general supervisory power to a “stabilisation committee” chaired by the US president, but of unspecified participants. The group has to report to the United Nations but it is not bound by the desires of the UN or by the PA.

Additionally, it requires the formation of a expert Palestinian panel that is tasked with overseeing routine management of the Gaza Strip and the provision of utilities, but it is quite ambiguous who would be involved.

Stabilisation Team Authority

The mission of the international stabilisation force authorizes it to disarm and dismantle militant organizations in the strip, but it is highly uncertain that potential participating nations would consent to face such factions. None of the states has yet pledged to dispatching troops.

Moreover the standards for reform of the Palestinian Authority, the requirement towards steps to Palestinian statehood, have been hazy.

EU representatives said they deemed it necessary that the identities of the expert panel to deliver services was agreed as quickly as possible.
